what do you do when you have comissioned an artist and they completely dissapear and dont answer any of your notes and messages??

i comissioned this artist (been 5 months or so) and they wont answer me or any of the people they owe comissions to
and its an expensive point comission,but since its not money i cant go and request a refund or something
ugh ugh ugh and i dont want to expose them to public bc i dnno if they are scamming me or just not going on deviantart for personal reasons??

I've had this happen to me before...I paid £35 for a commission so it wasn't cheap either!
....the worst thing was that 3 years later, they'd ignored my messages, posted journals of "commissions will be done soon sorry for the wait!" ages ago, and kept posting tons of personal and school art.
